Switching juries is not essential - you can remain in your current chosen country/region but if you want to switch the jury, you can do it once you have taken part 3 editions in one jury.

YOU CAN NOW MOVE FOR WV197 & 198
any moves made for later editions will not count

It's hardly surprising since the current jurors of American regions typically do not send rock bands to WV. Therefore, the return of Linkin Park to WV seems unlikely now.

First: happy to see you back!
Secondly, unfortunately British Isles cover two sovereign states, and is therefore invalid for a switch as covered by the rules:
