Switching juries is not essential - you can remain in your current chosen country/region but if you want to switch the jury, you can do it once you have taken part 3 editions in one jury.

I researched the populations of all participants some weeks ago but the in the German Wikipedia there wasn't written the population of Istria or I just didn't find it

Well, for Croatian standards it actually is a pretty big city (ranked 6th with ~60.000 inhabitants). And other cities are much smaller; 2nd largest city (Poreč) has around 17.000 inhabitants.

And Istria is not that big at all. It's a bit bigger than Luxembourg.
