well back in the days this statement would be appropriate but nowadays with those Nations League play-offs both Croatia and Poland will still get a second chance anyway

btw if you want to know what the play-off matches would look like right now, here you go (well I hope I got it right myself):

Path A:
Croatia - Estonia
Netherlands - Poland
+ final match between the two winners

Path B:
Israel - Ukraine
Bosnia - Finland
+ final match between the two winners

Path C:
Georgia - Azerbaijan
Kazkhstan - Luxemburg
+ final match between the two winners

I guess it won't stay like this because Netherlands will qualify directly anyway. In this case Finland would go up to Path A being the best non-group winner from the B division and therefore Iceland () would join Path B playoffs

It is not so, if there is a spot in the Path A and Path B for non-winning B league teams, then a draw is made. So then they would draw Finland or Iceland gets A path and which B path.

If there is a three-way tie ( ) then Croatia will be 3rd because they will have less points in head-to-head games.
