Seeing this makes me actually impressed that the people behind the czech entry has really overcome difficulties. It is obvious that CT as a whole don't care much about ESC, which is weird thinking that they been 6th and 11th recently. Other countries would have a lot of interest in it with those placement in the back, so having these challenges, trying to make their country more interested in the contest must be applauded IMO.

I think it has to do with the timing. The reason Eurovision's popularity in Estonia, for example, exploded in the 90s due to several top 10 places is largely because it was empowering for people to compete as equals with other countries, so soon after communism. Czech Republic started to see success much more recently, long after the rebuilding era, so they lack this factor and take Eurovision more like just another random international event, probably.
