No, the NSC-Rules are also for all Spinoffs and the Congratulation_Edition.

Not true. The NSC rules are meant to cover only the standard contest, no spinoffs or creations around it. Apart from some basic guidelines, all spinoffs have their own rule set decided individually.

Such is also the case with Congratulations. I can't guarantee I'm right on this, but I believe we've allowed the same artist by different nations in the past.

True, it's never happened so far, but it wasn't prevented by the rules.

Popular opinion seems to be to allow it. After all Congratulations is about celebration, not competition, and we want everyone to have a free choice among their decade's entries. However, the ultimate decision falls to Eras as the host.

As have been brought up this edition, there are a lot of aspects of the special Congratulations-spinoff that have undecided rules, and have for a while.

The official stance on both "sending winning songs to Congrats", and "two nations having the same artist" have been discussed in the past, but never formally decided on (though I believe there was mutual agreement after Congrats 2 finished to not send winners). As a result, we always go with the majority preference, which in this case seems to be "no" for the first point, and "yes" for the second.

If someone really wants to, we can have a poll to decide officially, but I think it's best not to be so rigid, and put this scenario of two nations sending the same artist as allowed, but not necessarily encouraged. It's true that it has never happened before, but it's also true that a nation might be limited in choice and have no other choice but to send the same artist as someone else. It's always best to keep options open
