To the FSC Community,
The FSC Mod team has over time considered adding a new, innovative - and exciting - factor and feature to the FSC Song Voting Process: an International jury.
A bit simlarly to International juries that have been included in many countries’ ESC National Finals, to make voting less predictable and to give a possible insight into how the rest of Europe will vote in the end, an International jury will from the May 2017 edition onwards be directly involved in the FSC voting process for each FSC jury, influencing each FSC-jury’s Final votes; to make everything more exciting, much less predictable and to give an indication of how the rest of the FSC-countries will vote, finding their preferred songs. This measure will also, we believe, combat ‘neighbour’-voting / ‘friendly’ voting in the FSC, which like in the ESC has become an increasing problem, and make for a fairer result in the end.
In the FSC this is how we plan to do this:
- An International jury consisting of 10 members from different participating FSC-countries will listen to all songs taking part in an edition and the jury will give their points, 12 down to 1 point in normal ESC/FSC-fashion.
- These International jury points will count 50% of every FSC jury’s vote; the jury’s own National points will count for the other 50%. The Combined vote will give the jury’s Final vote/points for a FSC-edition.
- In the case of two songs ending on a same total of points (f.ex. 10 (International) +4 (National) points vs 4 (International) +10 (National) points) the National jury’s points/position will be given preference.
- The members of the International jury will be randomly drawn from all FSC-juries.
- The members of the International jury will be informed that they are part of this jury no later than the beginning of the Evaluation Period that month.
- The members of the International jury will only vote in the International jury that month, so not in their National jury also. They can only vote once. This will be to the disadvantage of 1-member juries but they will these few months they are voting in the International jury be compensated by their vote counting double in the International jury.
- The International jury’s votes (unknown to all National juries) will be ready on the first day after the end of the Evaluation Period that month. Thereby in time for all National jury votes.
- The FSC Mod Vote Collector will then add the International jury’s votes to the received/submitted National jury votes and the Combined vote for each FSC-country (unknown to the National jury, thereby adding to the final excitement) will be readied for the FSC Results Show.
- It is obligatory to sit in the International jury when chosen to do so.
- It is not possible for a member to sit in the International jury more than 5 times in a calendar year. For a 1-member jury the maximum is 3 times in a calendar year.
- Voting in the International jury is, of course, confidential and all members must honour that confidentiality until the Final results have been presented at the end of the month.
- When the Final results have been presented, in the Results Show, the detailed International jury votes, with individual member votes in that jury, will be announced.
We know that some of you may find this change surprising, and some will probably be opposed to this big departure from FSC voting tradition, since from May 2017 onwards with the introduction of this International jury you will thereby no longer alone decide on your FSC jury’s final votes/points in a FSC-edition. We have considered the implications and consequences over a period of time, however, and we believe that this will give advantages and increased fairness and will add a new, innovative dimension and excitement to the FSC, a breath of fresh air, which will attract new members and be to everyone’s enjoyment, and to the benefit of the whole FSC Community.
The FSC Rules will be updated accordingly.
