Would be quite a surprise if Luxembourg was the undecided one. Hopefully if they don't come back in 2015 they'll do so in 2016.
I think it would probably be for 2016. Maybe recent Dutch success is making them rethink things? Although I doubt she would have said No to returning to Eurovision at a Eurovision related event. 
There does seem to be hope for a return now though.
edit: Also considering it was Linda Martin who asked (and Maybe she watched the Irish NF). She was too scared to say no in case Linda went mad and it all kicked off.

It'll be 2016 - a minister doesn't go from saying 'yes' one night to coughing up money and applying the next. Besides, eurovision.tv would be making a much bigger deal of it if it was for next year. But promising news nonetheless

So let's hope for a french win! I am sure a final in Paris would be too tempting for Luxembourg to miss out...

BTW, luxembourguese are particularly addicted to Eurovision, watch it a lot, deal with it a lot, and download the entries a lot. It's still weird that they don't participate, but it's the broadcaster fault.
Well, they organise a Eurovision covers contest with the minister culture and the vice price minister !
But strangely, the article is available on the English speaking version of the website. The French speaking version is way more unnice towards Eurovision...

Well I guess Linda Martin has to go to RTL's headquarters and threaten them to participate in Eurovision 2016.
If they say no she just has to scream "you gobshite" and they will be too afraid to not participate

Let's look at this from another perspective: one of the world's richest countries wants to enter eurovision by "splitting the bill" with San Marino. Meanwhile,Moldova hasn't withdrawn yet since their debut.
I suppose one might say Luxembourg is tight/cheap/wise (you pick
) with its money and Moldova spends theirs willy nilly
