Maybe if you could award the lower points to multiple countries (perhaps 3 countries could get 1 point, 2 could get two points) it could mean more spread-out points? So it would be 12, 10, 8-3, 2, 2, 1, 1, 1
An example scoreboard could be like
This would mean a Top 13 instead of a Top 10? Or maybe you could add a few extras to the 3/4 points, but you get the drift
