So can someone please tell me were the myth started?
Also all members have to agree to let a non-Active EBU country in so countries like China or Kazakhstan will have a harder time getting in since they probably get blocked by some of the members.
Plus you have to be a member wherever its Active or an Associate(Kazakhstan has neither).

The EBU's response is slightly misleading. They technically haven't requested to take part yet. That is due to the fact that the EBU wouldn't let them become full members. They have been in negotiations for years and are stuck somewhere in a pending status since at least 2010. That is most likely why they haven't officially applied yet, since they're not full members. This is my beef with the EBU, making exceptions for one party but not for the other.

Thank you! :) anyway back to topic:
As I said in my previous comment Kazakhstan is probably being blocked by other members of the EBU.
That being said I do justify their blockade of Kazakhstan because Kazakhstan is a dictatorship and their politicians are probably going to intervene in everything essentially making Kazakhstan a second Azerbaijan and the last thing Eurovision needs is a second Azerbaijan.
Also the EBU has mentioned hundreds of times that in order to get an invitation you need an Associate membership and event if Kazakhstan gets and Associate membership they are still going to struggle getting in as a result of the previously mentioned problems.

Actually, it's the opposite. You have to be an Active Member (Associate Status is not sufficient). That was until they made an exception for Australia. There are tons of Associated Members: USA, South Africa, Syria, India, Japan, Canada, Brazil, China etc. None of these countries is eligible, only Australia on an exception basis. That was my original point. Implement a rule to streamline the eligibility process.

As I was saying only EBU members can take part Active ones come and go on their own wishes, while Associate ones first have to ask to take part (so far only SBS has asked) then they have to get invited then have that invitation approved by the Reference committee and by the Television committee. This is what I have gotten from many EBU sources and interviews with EBU employees. Of Course I have simplified some things(like viewership and interest) but from everything I heard and read this is the processes.
However I do agree that the EBU should make it public instead of spreading it around the internet in small parts that only people who listen to every interview and read every news can understand.

Their new positition that you are referring to is a recent change in their attitude and until a year ago, it was quite a strict rule in terms of which countries can or cannot take part. Technically the EBU can whatever they do in terms of what countries should or shouldn't take part. But they just changed their approach when they wanted Australia in. More transparency and a more streamlined approach would make things less messy. I'm certain that we're going to witness a bunch of new rules implemented over the next few years related to eligibility. It's going to be excited.
