What I think:

Returns by: :ba:, :bg:, :hr:, :cy:, :rs:, :tr: <- depends on the 2014 outcome, especially in the case of the ex-Yu countries and Bulgaria. Success for Balkan countries, Southern countries or Central-European countries (bar Germany) might trigger comebacks.

Debuts by: none

Withdrawals by: :me:, :pl:, :sl: <- if their 2014 entries flops, in the case of Slovenia if they flop or/and a country in the Central-European region aswell as ex-Yugo region doesn't win. In the case of Montenegro in case the country flops and/or a country in the Balkan region or South-European region doesn't win.

Catalonia is not unlikely, I doubt the Spanish government want to start a war when they'll vote Yes in the referendum (and regardless of what one would think of a result like that, they most probably will vote Yes).

Scotland will probably vote No, but if they would vote Yes, the UK government has already said they will respect whatever outcome so I don't see how that could be unlikely? (if they vote Yes that is).

But there will not be a referendum since it's not legal. Believe me. It's just a smoke screen.
And in that unlikely scenario, Catalonia would become a Kosovo. They'd have to wait for years to be fully recognized and join international organizations, so it's impossible to see this region in ESC, at least in the med term.

Scotland will just vote no and that's the end of the story.

I think that the ex-yugo countries will return, plus Bulgaria and Cyprus.
Maybe, just maybe, Luxembourg and Slovakia may return, and who knows, the Czech Republic as well.
It would be very hard for Andorra to return due to their broadcaster's economical problems, so they will probably only return in a few years, and I think that Monaco and Turkey have no chance in the near future.
Morroco might return, but only when that other channel that declared interest, 2MTV, is approved as an EBU member. So not in 2015 I reckon.

Has Luxembourg expressed any interest in return? I think it's highly unlikely to see them back anytime soon. Yes, we have anniversary next year, but 10 years back there was another anniversary (50 years) and Luxembourg still stayed far away from the contest.

They planned to return in 2004 when the semi-finals began but they couldn't afford it in the end

The problem with Luxembourg is that RTL is not a public broadcaster anymore and so, it's not an EBU member...

The director of RTL said it's a possibility for the future I think. (Even though not much time before that he said that Luxembourg would never return :lol:)

RTL is still a member. Broadcasters don't need to be public in order to enter the EBU, even though the big majority is.
There's ITV, and Channel 4 in the UK as well as TV4 from Sweden.

They said that they dont come back,because they are afraid to win,they could not host Eurovision,too expensive ! :lol:
