Yes FSC has been hosted in Belgrade, Serbia once so far. This was in June 2022 for FSC #160 :)

Yes Italy has had a few artists who have won the contest on 2 occasions each! Their first double winner was Francesca Michielin who won FSC #75 and #92. Then, Marco Mengoni who won FSC #74 and #156. Finally, Annalisa continued this trend for Italy by winning FSC #164 and #181.
