Much is said that about the neighboring countries voting themselves, that if there are blocks of countries, that if the votes are getting them. However, one thing is clear is that sometimes neighboring countries have not voted in the neighboring country despite the fact that the song was good, some examples:

Portugal 1979: Portugal did not give not even a measly point to Spain during the period from 1975-1979, the myth that "Portugal will always vote" its seems not so true. If in 1979 the Portuguese jury would have given 12 points to Spain, they could had three victories in Eurovision. Portugal also voted for the almost all the Top 5 of that year, except Spain. TVE apparently seemed very wrong , cause not voted Portugal as the next year. At the press conference in Portugal, the Spanish press was reported that the Portuguese representative was told that Spain would not give any points to Portugal, to which he replied saying José Cid he wanted to vote yes to Portugal for the Spanish song.

Italy 1991: Italy in 1991 didn't grant one vote to Spain while the Italian judges had always treated very well by the Spanish songs, an mystery, Spain next year will pay the same kind in Italy, an entire sentence while " Rhapsody "is one of the best songs that Italy has sent to Eurovision.

Sweden 1995: The Sweden have almost always voted for Norway especially high scores or the 12, when the Norwegians have obtained good positions. However in 1995 didn't concede an single point to Norway, the Swedish press that defended the song claiming that Norwegian song wasn't not an song.

Spain 1996: In the 1996 ESC edition, Spain who routinely voted Portugal, didn't grant any voting even though to Portugal even Portugal obtains the highest mark in the festival in its history at 6th place, which could have been a 4th place if Spain was give it 12 points to Portugal, a vote that was granted in 1993 and 1994.

Latvia 2000 & 2011: In 2000 & this 2011 Russia didn't receive any points from Latvia, something shocking, especially when the voting system was televoting and now jury, Where are the Russians Latvians here..???

Andorra 2007: Andorra don't gave points to Spanish song even as if the country had 12 points as the Spanish song he become the sixteenth position and Spain is engaged in the top-20. It was later revealed that the employee was voting sistem was the jury.

Turkey 2011: Turkey didn't give any points to Armenia for the first time since 2006. Maybe Turks were bored to vote for them all the time but they can't see any returns from them :D

Germany: Clearly the biggest shocker was in 1982 when Austria who tends to be a generous neighbor only gave 1 point to Nicole's "Ein Bisschen Frieden" while almost all other countries gave it high marks.

If :es: gave to :pt: 12, Portugal could be 3rd

Ireland 2003: Ireland who almost always rate very high to UK, had a problem with the televoting and had to use the backup jury, that same jury did not give anything to them, and the United Kingdom get his first 0 in the ESC history at 2003 edition, and against it, UK give it their 12s to Ireland that year.

Germany 2002: They don't gave 12 points to Turkey that year, with 100% televoting, cause since its introduction in 1997, Germany have always given at least 7 points to them.

2009: Russia gave no points to Ukraine (only jury did) despite Svetlana Loboda is a famous star there and did not too badly overall.

The Uk Entry also would have ended up with null ponts had the Irish televote been counted as it was revealed later.

I think there are many instances when Belgium was completely ignored by its neighbours. The one thing I remember though is 2010, when Belgium gave no point to France. That was really surprising for me because his song was really catchy, he wasn't an unknown artist, and it would later flood our radio stations in the summer.

Another one could be:

Poland 2007: Only giving 2 to Hungary in 2007 and Hungary came 9th, so that was kinda strange.
Norway 2006: Christine only got 1 and 2 points from Sweden and Denmark :(
Greece 1983: The Greek jury gave 0 points to Cyprus ...

Turkey 2007: Only gaving 1 point to Ukraine in 2010, considering that the Turks loves a lot this country.

Poland only gaving 3 points to Ukraine in 2010 & 2011, when before of that, they was had to give their 12-10 points ala. Blindness to them.
