I believe it's only 2nd time when we have Instrumental theme. Previous time was in Spin-Off #6. I can't remember another and couldn't find either.
But yeah - according to spin-off rules songs can't be entered with the same theme again.

As long as it's instrumental, it shouldn't matter what instruments make it so

Yeah I would assume that as long as it lacks vocals, it's eligible regardless of genre.
