Waiting List Song Contest is partly a spin off edition of NSC, therefore it doesn't have specified rules for itself, as a result NSC rules apply for that one. I don't know if such case was disgussed in the past, but it is quite questionable situation and I don't think anyone can say something for sure. I think you better ask one of this section's mods.

Mradalesia will be back to the WLSC in the Aldmeri Dominion! After debuting with Nielson and Jiggy Djé, it is time for another duo to fly the Mradalese flag.

The brother-sister duo Young Wonder will perform their song To You in the Aldmeri Dominion. Young Wonder has once represented Cydoni-Gibberia with their song "Time" and will now try their luck again, competing for Mradalesia.

In my opinion, I don't believe NSC roster nations can take part in WLSC but you can still vote. Zechonia used to vote frequently when I first started but was never able to send a song as he wasn't in the Waiting List. If there's not an official rule about this, I believe it should be added. Well, I'm afraid they can't. According to the WLSC rules "main roster nations of NSC can vote in WLSC as rest jury". http://nsc.wikia.com/wiki/NSC_rules

Yes, but the question was can they send a song to WLSC. I know that not many NSC nations would consider taking part in WLSC after leaving the WL, but the fact that someone has asked the question means that we should probably include that in the rules as well
