Highly unlikley they come back as their national TV is owned by TF1, the French private TV channel, a rival of France 2.
So, unless the Prince Albert II pays himself the fee, Monaco will never come back to the Contest.

That's a shame.. TMC has money for itself (they're making good ratings in France, always in the TOP 10), it's a part of the TF1 group who is the biggest channel in France and one of the biggest in Europe.
TF1 could use it to tease France Televisions and i think that Monaco could host the show, they have a stadium with enough space, 18K people, they just missing a roof but hey.. that's not the hardest thing to build. Azerbaijan built an entire building in less than a year.

I can't see them coming back anytime soon and it's understandable. It costs too much money and they need sponsors, since without them, they can't afford to participate. Also the chances of qualifying are almost 0% and the people in Monaco who want to watch ESC can easily watch it on France 2 or RAI.
The only way I can see them returning is if a sponsor appears from somewhere, but I can't see it working for more than a year. Even if a singer covers the costs, it would probably end the same way as Senit's participation for San marino. So unless the sanmarinese broadcaster gets tired of Siegel and he somehow convinces TMC, I really don't see them returning in the next 20 years.

If little states like San Marino can afford it, if a country like Greece who is in enormous financial troubles participates, if Spain and Italy - also financially challenged troughout the last years send an entry, I cannot believe that rich Monaco can't pay whatever it costs to get a decent entry. I rather think, they are not really interested in the contest itself.

San marino is a different scenario. Ralf Siegel covers some of the costs and RAI also owns 50% of SMRTV. You also can not compare Greece and Monaco. There's no way that the EBU would bend their rules for a microstate, like the did with Greece in the last 2 years.
Lack of money is not the main problem with Monaco, lack of interest and knowing that they would be throwing away money for a fruitless project also play a big role.

The production and financement of a delegation has nothing to do with bending rules for Greece or any other country. Monaco is one of the richest countries in Europe. They organize events that cost FAR more. So I doubt, that there is a financial problem behind this. If they really wanted, I think they could manage it, they could find sponsors for instance. Of course, I am just guessing, cause I don't have any precise information.
But since you seem to be quite sure about the financial issue in Monaco, enlighten me: where do you have your information about this from?
Thus said, I totally agree with the last part of your post. That is exactly, what I think.

The problem isn't that they couldn't afford it, but that they would have no profit from it and so far the people in charge consider that being a too big problem than to just take part every year for the sake of tradition. The 2004-2006 come back happened because of sponsors and the people in charge giving the contest another try, but they weren't satisfied with the results and the sponsor also quit, and since then they didn't show even the slightest of interest to come back.
There are countries that can barely afford to participate and there are countries that consider participating at ESC as a way to big cost(they don't need to be poor for that). Maybe if the people in charge were more keen on ESC, then this wouldn't be a problem, but that's more than obviously not the case. Not all countries have the patience of the Netherlands...

1-TMC is before everything a French channel owned by the French broadcaster TF1 for 80% and by the State of Monaco for 20%. The channel TMC itself isn't very rich, but it can easily afford it. It's the 5th channel in France in terms of rating.
2-The broadcaster TMC has always expressed their disinterest in Eurovision Song Contest, as much as TF1's one. It has also no interest to have two broadcastings of Eurovision in France. It would attract no audience to broadcast exactly the same thing as France 2. It has happened in 2005 and 2006 (2004, TMC wasn't available in France yet). Apparently, TMC did a San Marino in 2004/5/6 letting one producer, Phil Bosco, entering Eurovision in the name of Monaco with his own songs and chosen artists. As results were very bad, TMC decided to let it go.
3-The State of Monaco has absolutely zero interest in entering Eurovision. It doesn't need it to have publicy and has already worldwide attention in organizing everything it wants. And the prince is found of sports, I don't believe he's a Eurovision fan !

She has made zero impress after entering The Voice and does some little concerts with ex-The Voice...
BTW, she says on FB that she lost in 2005 for political reasons... 
And Séverine Ferrer came back to theater where she's rather successful. She tries to come back to TV hosting, as, before Eurovision, she used to be a hugey successful TV host in France, but was fired by M6 without any reason.
