Again no. Monaco has a broadcaster. It is the channel TMC. But basically, since 2005, it has become a channel available in the whole France by TNT. Even in 2005 and 2006, as I already told, it was on 2 channels in France at the same time which was very strange and funny. Our commentators grated the Monegasque commentators who were very famous hosts in France (with Bernard Montiel, well known for his very unique character ! )
TMC is owned by the group TF1, our private #1 channel who is part of EBU as well but not interested in Eurovision (it will broadcast the final of The Voice on the 16th May and pray for it don't burry Eurovision on France 3 too much or it would mean our definite withdrawal...
So neither TF1 wants Eurovision nor the Monegasque government who has many other things to promote the principauty which is a place known all over the world though being extremely tiny... In 2004, it came back for 3 years with a special agreement of the channel and they planned to see after 3 years. Even in 2006 while sending someone very famous from France, Séverine Ferrer, it attracted zero attention above the participation of Monaco and Monaco had extremely poor results (compared to the golden era of the 70s). So they decided not to continue...
So in a word, Monaco will never come back to Eurovision. Sad but true...

Plus with the semi-finals system, Monaco has nowadays almost zero chance to get through, as every other micro-state
