1FLTV is not a even a EBU's member at the moment, so I think their debut in 2016 is ruled out.

They've apparently suspended all plans to join now due to lack of funding.

Liechtenstein is already now very similiar to Switzerland in many things. currency, post service,.. etc.

No, their broadcaster doesn't have enough funding to be a member of the EBU. Their government doesn't accept giving them the extra funding that is necessary to be a member.
