Well, unless they've entered a preliminary application then they wont be in? "The e-mail comes from Thomas Mayer, a German Eurovision fan" not really a reliable source, a eurovision fan. I'll take this news with a pinch of salt tbh.

I have a feeling the majority of the "working on it" is figuring out an agreement/permission to broadcast the Israeli entry.

Also I'm not sure but weren't the laws on showing Israeli content changed? But even with that I don't think Lebanon is going to debut.

With the ongoing issues I very much doubt they will even consider it, they will not broadcast the Israeli entry and therefore they will not be able to come to an agreement

Plus as mentioned by Ashley unless they have already applied then they have no chance.

They already tried and failed at their attempt to participate but ignore Israel. so they aren't going to have any luck in 2016 at participating but pretending a country doesnt exist

It's not going to happen, not with Israel in the contest. Until the laws in Lebanon change, they will just have to wait. It's unforunate but reality.
