Fail in the Portugal jury votes?

Ramón Galarza made this list in the first Semi-Final:

Bold ones are which qualified for the Final. If we look his votes in the Final, we can see weird things.

Isn't that strange? His 2nd in the Semi, dropped down to 22nd place, his 5th is 21st, and his 10th (Poland) is 9th! And if I see the other four jury's votes, Romania (Final): 24.24.24.25. - that his 2nd. Sweden (Semi-Final): 5.,3.,5.,6., - as I wrote, Ramón placed them to seventh place but what happened in the Final: 7.,5.,5.,9., and Galarza placed them to 18th?!

I think that his order in the Semi is okay, but he accidentally messed up that in the Final, and placed his 1st to 25th, his 2nd to 24th, and so on. If we think that way, the order looks quite acceptable after his Semi votes.

Do you think it's possible?

Does seem like it's reversed. In that case, this is the reason Bulgaria got 0 from this jury. The other members had Bulgaria at 3, 4, 18, 16, so another 3 would probably mean around 5 points or so.

If I'm not mistaken there was another similar case last year. Norwegian jury member perhaps?

Denmark. Ukraine got 12 points instead of 0 from the Danish jury.

Except this time it isn't reverse. The jury gave 0 points all the qualifiers from Semi Final 1, except for Poland which received 1 point in the semi final, and 2 points in the final. That doesn't make any sense.

To make it more clear:

10 for Moldova in semi and 0 in final.
8 for Armenia in semi and 0 in final.
6 for Azerbaijan in semi and 0 in final.
...
1 for Poland in semi and 2 in final.

The portuguese jury votes are awful! makes no sense at all. I think they tried to play it safe.
