The long awaited moment, where doubts are ended and the field is settled! The EBU has finally announced the list of participating countries, and one of them will be taking the coveted crystal microphone. May can not come any faster from now on.

Returns and Withdrawals
Despite their small size, Luxembourg is the big returnee of the year. The country last participated all the way back in 1993, and has won the competition a total of 5 times. The Grand Duchy even got it’s return confirmed on the day of the grand final in Liverpool, by the EBU itself, and they have indeed made it clear over the summer, that they are making their return a big deal.
North Macedonia is also missing from the list of countries despite it’s broadcaster MRT setting aside a small sum of money to cover a participation in 2024. The program chair of MRT stated that a final decision on participation has not be reached as of late October 2023, and it appears that the broadcaster has opted to not participate once again.
Romania is the only country who participated in last year’s contest in Liverpool who is slated to not return for 2024. The EBU’s press release did mention that talks are continuing between the EBU and TVR about their potential participation. Their ability to participate was contingent upon the approval of a new budget by the Ministry of Finance, which was approved in late October of this year. This could be the reason for ongoing talks with the broadcaster, as it appears broadcaster TVR does have a desire to compete.
Former participants Montenegro and Bulgaria are also not on the list of participating countries for this year.
