Coz they don't want to?

And I'd say for Vatican City it's kinda impossible given that only priests live there...

Only Full EBU members can participate (excluding Australia, who are invited by the EBU), which is why Liechtenstein have never been represented. The EBU sends out invites to all of their full members, but not all broadcasters decide to participate, such as Luxembourg, Slovakia, and this year Portugal.

Because some countries are not interested to participate in the song contest with neightbor voting and such winners like Conchita or Lordi. Also they're not interested to host ESC because of financial problems and any wish to spend money for this. At the same time they wouldn't have a chance to win ESC if they want it.

Why would everyone participate in the first place? It is not a formal government structure anyway.

Really? becouse of money problems? You know how much money they will earn from hosting the eurovision? from broadcasting? tickets? hotles in the area? restrunts? and so on and so on.. what about futare toruisem? the hosting countrey getting exposed to miliones of pepole around the world! even if only 5% of them will make at futare trip to the hosting countrey cause of it. its worth it. (sorry for spelling mistakes)

ESC is not the main way to promote country and attract tourists.
As I know financial problem is the main official reason to withdraw from participation of Portugal, Slovakia, Andorra. Unofficial - disastrous outcome of their participation in ESC. Once again - not because of their entries (especially in their opinion) - first of all because of neighbor voting and absence of diaspora.

RTP officially withdrew because of bad results, not because of financial problems. In fact, they don't have any major financial problems in the present. They actually said they will return in 2017 and that they will take this year off to evaluate the contest and create a new concept for Portugal's future participations.

Countries don't take part in Eurovision. Broadcasters do. Should they host, the tv company won't get any money from hotel bookings, restaurants or tourism. They will instead be the ones paying for the arena, staging, broadcasting, etc. The EBU (who organise the show) may contribute some money and the broadcaster would probably get a cut of ticket sales, but they're still looking at an overall cost of several million.

Even if they don't host, the broadcasters all have to pay a participation fee to the EBU and often then pay for flights and expenses for their singers, commentators and other members of the delegation. For smaller tv companies it can be a pretty big expense.
